Pacific Loon

Top picture shows breeding plumage and bottom shows non-breeding plumage. Also in the bottom picture there is a Clark's Grebe in the background. Consider the differance in the neck shape between the grebe and the loon. The bottom picture on the right shows a group of Pacific Loons in winter plumage, with a few gulls and at least one Sooty Shearwater (on the left in the middle).
