Four Western Gulls are vocalizing as a group.
But on further observation there seems to be two pairs.
The vocalization is periodically interrupted by mutual billing amongst the pairs.
And then a return to the vocalization.
And then a return to behavior among the two couples.
It ends with a short fight from which everybody flies away.
